Federal Contracts and Project Management Training at the Stennis Space Center

The Center of Higher Learning will offer "Federal Contracts" and "Project Management" training at the John C. Stennis Space Center during the week of May 21 - 23, 2013.  Each 1-day course will be offered in the Santa Rosa Conference Room, Bldg. 1100 and will be taught by Harry Cleaver, Jr. CPCM.  Mr. Cleaver has 40 years experience in negotiating contracts for technology and construction projects, 33 years in professional training, and 27 years in contracts management and administration.

The courses:

Cost and Price Analysis
DATE:            Tuesday, May 21, 2013 / 8:00 a.m. – 3:00 p.m. (with 1 hour lunch break)
LOCATION:    Santa Rosa Conference Room / Building 1100
COST:            $275 / person (includes textbook and all training materials)

Gain a working knowledge of Public Law 87-653, the Truth in Negotiations Act (TINA), and the implications of this critical law within the FAR.  Learn about “Cost or Pricing Data” or similar requirements imposed by the Government in their bid documents.  Understand the role of the “Certificate of Current Cost or Pricing Data” when the Government requests TINA-related data in proposals.  Also understand the key role of Price Analysis in non TINA-related proposals.  Learn about all cost element groupings such as Direct Labor, and all indirect cost pools such as General and Administrative (G&A) Expenses.  This course includes a practical exercise.

Earned Value Analysis
DATE:            Wednesday, May 22, 2013 / 8:00 a.m. – 3:00 p.m. (with 1 hour lunch break)
LOCATION:    Santa Rosa Conference Room / Building 1100
COST:            $275 / person (includes textbook and all training materials)

Gain an understanding for the way that Earned Value Analysis (EVA) measures project performance by leveraging additional data points that result in cumulative cost and schedule indicators.  Learn how the Earned Value measurement concept developed over time, and how it finally became an ANSI/EIA Standard (748-98) known as Earned Value Management Systems (EVMS).  Compare EVA to EVMS, then learn the basics of variance analysis, performance indicators, efficiency indicators, and Estimate at Completion (EAC) generation methodologies.  This course includes practical exercises. 

Baseline Project Planning & Scheduling
DATE:            Thursday, May 23, 2013 / 8:00 a.m. – 3:00 p.m. (with 1 hour lunch break)
LOCATION:

COST:            $275 / person (includes textbook and all training materials)

Gain an appreciation for the fundamental concepts of Project Management planning, which includes technical, cost, and schedule baselines.  Learn a basic understanding about the skill areas such as Requirements Analysis and Work Decomposition that lead up to the formation of a Work Breakdown Structure (WBS).  Then examine the underpinnings of the WBS which includes WBS Dictionaries and Basis of Estimates (BOEs).  Then gain a working understanding of the scheduling key steps along the way to arriving at a Resource-Loaded Schedule (RLS).  This course includes practical exercises.
